Payroll is about more than calculating wages. A payroll management system brings the different parts of payroll together, from pay calculations and leave to compliance, HR and onboarding, employee management, time tracking and reporting.

Whether you’re managing payroll for a smaller team or a more complex workforce, the right system can reduce manual work, improve accuracy and make it easier to stay on top of your obligations.

In this guide we’ll explain what a good payroll management system needs to ensure you are compliant with New Zealand payroll regulations.

What is a payroll management system?

In New Zealand, payroll systems need to handle PAYE, KiwiSaver, employer superannuation contribution tax (ESCT), the ACC earners' levy, student loan repayments and child support, alongside producing payslips and calculating leave balances. Employers then file employment information with Inland Revenue every payday. When filing electronically, it's due within two working days of each payday.

A good system does more than the pay run. It connects the inputs (timesheets, leave requests, manager approvals) to the outputs: accurate pay, clean records and clear reporting on where labour costs sit.

What does payroll software calculate?

Gross pay, PAYE, ACC earners' levy, KiwiSaver deductions and employer contributions, ESCT, student loan and child support deductions, leave payments, public holiday pay and net pay. It should also show how calculations were made, so payroll can be checked before the pay run is finalised.

Payroll calculations and deductions

A payroll management system should accurately handle the calculations and deductions required for NZ payroll, including PAYE, KiwiSaver, ESCT, student loans, child support and minimum wage requirements. It should also handle different pay rates, pay frequencies, hourly and salaried employees, bonuses, commissions and expenses.

PayHero is cloud payroll software built for NZ businesses, with payroll calculations and legislative updates handled automatically. For example, when KiwiSaver rates rose from 3% to 3.5% on 1 April 2026, PayHero took care of the change automatically, updating both employee and employer contributions.

Leave, holidays and public holiday pay

Leave and holiday pay are a key part of NZ payroll, covering annual holidays, sick leave, public holidays and other entitlements under the Holidays Act 2003. A payroll system should calculate these based on employee work patterns, including for casual and variable-hour employees.

Public holidays are a good example. Employees who work on a public holiday may be entitled to time and a half and an alternative holiday. Whether they’re entitled to an alternative holiday depends on whether the public holiday was an “otherwise working day” for that employee.

PayHero uses work patterns and timesheet history to automatically calculate public holiday entitlements, with transparent calculations that are easy to review. Our guide to public holiday payroll walks through it.

How is holiday pay calculated in New Zealand?

Annual holiday pay is the greater of ordinary weekly pay and average weekly earnings over the previous 12 months, worked out when the leave is taken. PayHero stores annual leave in weeks, as the Holidays Act does, and shows the calculation behind every leave payment so it can be checked. How holiday pay works has the detail.

Which payroll systems handle holiday and sick leave accruals well?

Look for a system that reflects how leave entitlements are defined under NZ employment law, accounts for changing work patterns and makes calculations easy to review. Employment New Zealand's guidance on managing annual holidays is a useful set of scenarios to test any system against. Read more about how PayHero approaches payroll compliance.

What happens when the Employment Leave Act replaces the Holidays Act?

The Employment Leave Act will replace the Holidays Act 2003 from August 2028. It changes how leave is accrued, calculated and paid, including moving from the current weeks/days-based approach to an hours-based system.

PayHero will be ready for the transition, including moving existing leave balances across, with clear guidance and support along the way.

We've covered what the Employment Leave Act means for payroll, and Employment New Zealand keeps a timeline of guidance and resources.

Time tracking, timesheets and attendance

For hourly, casual and shift-based staff, accurate time data is an important input into payroll. Timesheets can feed wages, leave calculations and public holiday decisions.

Employers must keep records of the days and hours each employee worked, what they were paid and how it was calculated, and their leave taken and balances. A payroll system should make capturing, approving and transferring this time data straightforward.

With PayHero's time tools, employees can record start, finish and break times from any device, with timesheets syncing directly to payroll. Managers can approve time before payday, while PayHero can automatically determine paid and unpaid break durations.

Should you use built-in timesheets or a rostering integration?

If your staff work set hours, built-in timesheets are usually enough. If you roster shifts that change week to week, a rostering tool connected to payroll saves the most time, because the roster, the clock-in and the approved hours all sit in one place. That's the job Droppah does.

How Droppah connects rostering to payroll

For businesses that roster before they pay, connecting rostered hours with actual hours worked helps reduce manual data entry and payroll errors. Droppah is rostering and time clock software built by the team behind PayHero.

The workflow runs like this:

  1. Build the roster in Droppah based on staff availability, skills and costs.

  2. Capture actual hours with Droppah’s photo time clock.

  3. Review and approve timesheets before payroll.

  4. Send approved hours to PayHero ready for the pay run.

The direct Droppah–PayHero integration keeps rostering, time tracking and payroll connected, while approved timesheets flow through without re-entering hours. Droppah can also export timesheets for use with other payroll systems.

Employee self-service

Self-service takes routine requests out of the payroll inbox. With the PayHero employee app, employees can record time, request leave, check leave balances and view payslips from any device. Managers can review and approve timesheets and leave requests before they flow through to payroll.

HR and Onboarding

Payroll software with HR features can help businesses manage employee information, onboarding and everyday HR administration alongside payroll.

With PayHero’s HR and onboarding tools, you can collect employee details, store documents, manage teams and create onboarding workflows.

PayHero also includes Pay Insights & Benchmarking, giving you a view of each employee’s current pay, pay history, last review and how their remuneration compares with market benchmarks.

How to choose a payroll management system

Start with compliance: New Zealand deductions, payday filing, and accurate leave and public holiday calculations.

Consider how your employees are paid, how time is captured, who approves payroll inputs, how many locations or teams you manage, what your finance team needs to report on, and which systems payroll needs to connect with.

FAQs

What are the benefits of using a cloud-based payroll management system?

Run payroll from anywhere, automate calculations, give employees self-service access and connect payroll with the tools you already use. Cloud-based software also makes it easier to keep up with changing tax and payroll requirements.

Is payroll software legally required in New Zealand?

No. Employers have to meet payroll, payday filing and record-keeping obligations, but the law doesn't require any particular product. Software is simply the most reliable way to meet those obligations as a team grows.

How often do employers file payroll information with Inland Revenue?

Every payday. When filing electronically, employment information is due within two working days of payday.

Do casual employees get sick leave and public holiday pay?

Casual employees become entitled to sick leave after six months if they've worked an average of at least 10 hours a week, including at least one hour every week or 40 hours every month. They're paid for a public holiday if it would otherwise have been a working day for them. Our guide to leave for casual employees has more detail.

Can payroll software pay contractors?

Yes, but contractors aren't employees, so they don't get leave in the same way. Some contractors receive schedular payments with withholding tax deducted, and others invoice. Your payroll system should keep the two groups separate.

What is the difference between payroll and rostering software?

Payroll software calculates pay, deductions and leave, and files with Inland Revenue. Rostering software plans shifts, manages availability and records attendance. For businesses with shift-based teams, connecting the two can help approved hours flow from rostering into payroll without re-entering data.

Which payroll software includes rostering and time tracking?

PayHero includes timesheets and time tracking on every plan, and connects to Droppah for rostering and photo time clocks. Approved Droppah timesheets flow directly into PayHero.

Can a payroll management system integrate with HR or accounting software?

Yes. PayHero integrates with accounting and HR tools such as Xero and MyHR, helping keep payroll, employee and financial data connected and reducing double entry.

How long do payroll records need to be kept?

Wage, time, holiday and leave records must be kept for six years. Inland Revenue generally requires tax records to be kept for seven years.

How long does it take to switch payroll systems?

It depends on how many employees you have, how complex your pay setup is, and how much leave history needs to come across. PayHero's support team helps you run your first pay.
